8a social disadvantage

We are now in the year of 2010. Our present Administration by definition, President, is social disadvantaged. I believe that disadvantaged should include women and other other socially problematic group. I was once a part of the Army Corp small business area. Direct Lending From SBA

The current arrangement where the banks are left to their own internal underwriting decisions, just don't work in the economy we are experiencing. As others have pointed out, the banks make more money in other areas and have a very little incentive to make these loans. I speak from experience. SBA Compiled Data of Small Business Contract Awards

The SBA should consider creating an online public access data tool that provides a detailed accounting of contracts let under the auspices of the various programs administered by the SBA. Improved Data Management and Agency Employee Accountability

No SBA employee should be allowed to conduct agency business on personal mobile telephones or via a personal computer that is not the property of the Agency. All emails between SBA staff and the small business community should be archived on a secure server.

Metrics to Measure Agency Success

I recommend a quarterly survey be completed by 8(a) BD Program Participants grading the service received from all District Offices. This survey could be employed to generate pertinent metrics about service at the district office level of the program. Freelance web work is going overseas not to US small businesses

Problem: Too many services, particularly web related are being taken by people not even located in this country. This is not allowing for such US small businesses the opportunities they deserve. According to the Code of Federal Regulations, those not belonging to a presumed socially disadvantaged group “must establish individual social disadvantage by a preponderance of the evidence” (Business Credit Assistance, 2003). The SBA Size Standards for small businesses in California should not be the same as smaller states like North Dakota and others.
